Assessment Items

The “Summary of Assessment Items” that is listed on pages 158 and 159, contain the percentage score for each of the seven categories (Fisher, 2004). The scores are compiled from the homeland security assessment that was performed by the designated assessment teams. These assessment scores are derived from information outlined, and based on the Baldrige Criteria for homeland security. The focus of the scores from the Summary of Assessment Items is to determine where an organization’s strengths and weaknesses lie in the area of homeland security preparedness.
The scores from the Summary of Scores are transferred to the Hierarchy of Homeland Security Assessment Needs form by first listing all seven of the categories across the bottom of the pyramid, which makes the foundation for the …show more content…
On the right-hand side you would list the percentile scale that would range from zero percent to one-hundred percent; with the zero percent margins being listed at the bottom which represents a Zero-Based Organization. The other percentage ranges will go up the right-hand side accordingly, to the top of the pyramid, with the one-hundred percentile indicating a World-Class Organization. The following step would be to calculate the average percentile score for each category by adding all of the percentiles together and dividing that by the number of scores. “The next stage in transferring the scores to the Hierarchy of Homeland Security Assessment Needs form would be to circle the dot that represents the category percentile score and draw a line to connect the dots (Fisher, 2004). This process would be repeated and applied to each of the seven categories and different aspects within those categories. Such as for the Summary of Assessment Item of the Human Resource Focus there are three focal points to be assessed and assigned a percentile score.
