On 5-21-2017 at approximately 2124 hours I responded to the area of 1210 N Forest in regards to an assault situation. According to Dispatch, there was a large white pickup involved in the disturbance and the driver of the truck was attempting to run a person with the truck. Upon arrival in the area, I located a white Ford pickup, with large tires, driving north on Forest. The vehicle was moving slowing and appeared to stopping. As I approached the driver’s side of the vehicle on foot, the driver started to drive away, north bound. The vehicle’s movement was not smooth, as if the driver was having difficulty control the vehicle.

As the vehicle made a right turn on Calhoun and the northbound onto Forest, the driver was making wide turns.

After repeated attempts, she was finally able to remove the left shoe and then started to exit the vehicle. As she stepped out of the vehicle, Sence was unable to maintain her balance and fell into the open driver’s door. Had the door not been there Sence would have fallen to the ground. I instructed Sence to walk over of the front of my patrol car. As she moved toward the front of my patrol vehicle she stumbled while walking and had extreme difficulty maintaining her balance. I attempted to administer a portable breath test but Sence refused to blow into the instrument. I administered the Horizontal Gaze Nystagmus test and detected all six indicators. It should be noted take during my contact with Sence I had to repeat myself several times before she complied with my requests. She could not remember my name, which I provided to her several times.

I placed Sence under arrest for driving while intoxicated and placed her into handcuffs, double locked and checked for proper fit. Ofc. Greathouse responded to the scene and took custody of Sence and transported her to the Greene County Jail where he completed the processing, see his report for details.

The vehicle Sence was driving was custody towed because she advised she did not know the male subject well who was a passenger in the vehicle. The male subject left the scene on
