Evaluation involves a systematic, continuous assessment of practice and policy. It allows organizations, including public safety and military organizations, to determine whether policy and practice are being implemented as intended, and to what extent. Having served over 30 years in the United States Armed Forces, both active duty and as a reservist, my experiences have afforded me the opportunity to evaluate current practice and policy and to make recommendations that enhance the same and address any noted deficiencies. Effective organizations are those agencies and units that evaluate themselves to determine if there are areas that require improvement and identify those that work efficiently. When deployed on foreign soil at a United States military installation as the most senior EOD Technician, my responsibility included serving on a Homeland Security committee for the base. One important skill set to have had is to interpret the criteria as established in the EOD Technician’s Logic Tree, and incorporate knowledge of standard threats for the installation, as identified by the base commander. The challenge that the senior EOD technician, who is acting as an Anti-Terrorism Officer faces is to maintain Operational Security with a civilian population of workers who need to know about base aircraft activities and troop movements. Additionally, the manner in which an EOD Technician functions depends on the operations speed related to the current quantity of threats from groups and local citizens. Upon arrival to the base, I was responsible for keeping the base safe from any type of explosive threat or device, and for decreasing disruptions to the quality of life. I spent time learning the routines and practices of the installation, so that I could review and appraise adequately. Further, when I was able to observe how practice was implemented against policy, I proposed a more comprehensive plan for protecting the base, implementing different standards and best practices taught to me at the United States Naval Explosive Ordnance Disposal School.
One area of risk mitigation I evaluated was how vehicles entering the base were searched. My assessment revealed the practice in place at the time did not allow the Security Forces to search in a safe area due to blast migration and the position of the security station was a disadvantage to the United States Military canine teams due to improper airflow. I proposed changes, which improved the practice by protecting the searchers and making it more advantageous for the canine teams. This recommendation resulted in a direct increase of successful and safe
