They are not. One is our governmental system, limited to within the borders of our nation and our policies that effect other nations, be they economic, political, military, or social; the other is a worldwide system of economic strategies that each government either chooses to adopt or not. It is not the fault of capitalism that the nations that implement it as an economic system do so in different ways, and to different degrees of success. And it is not the fault of the system if the participants within the system fail to utilize it. To blame capitalism for things like unemployment figures, or income inequality is deflecting the true responsibly from the government who creates policies within itself that prevent capitalism from truly flourishing. In our system of government, it is the duty of the legislative body to create policies that frame the outline within which capitalism will operate. I believe that it is also the legislative body that should be blamed, not for failing to reign in capitalism, but for not 'staying in its own lane' when it comes to the will of the people.
The beauty of a free market is that it truly is free. There is no legislative body, the people vote with their dollars. If a price point is too high, or a wage too low, the participants within the system naturally make corrections the market. That is how the market is meant to work. I also believe
