The people in Jonas’s community take pills for their emotions to disappear, leaving a community with no love or feelings, prohibiting the knowledge of pretty much everything. To change the community of unpermissive minds would be nearly impossible. The people in Jonas’s community have no idea what is going on. They are completely innocent to their surroundings knowing no more than what they are told. So to change their minds, to have them rebel against the Elders and to put a new concept in their minds is just too much to ask for.

They can listen to what they say and even watch videos of that day. They monitor the community closely and carefully watching each move they make. Instantly they would notice that Jonas and the giver were setting up a plan. Almost exactly after the Elders comprehended their plan, they would be held somewhere away from everybody so they couldn't proceed.
