This hymn is an example of earliest religion speculations which have little common with modern philosophy, and it is just a beginning of speculative philosophical talks. This is more speculation than statement, because it leaves unanswered the question of whence -from what material - this creation came into being.
"There is a supreme being beyond the gods but that even he may not know the secret of creation" (King, p. 202). It means that gods are not creators of everything because they came after everything was already created.
