For instance, multiple state and federal programs have to be funded by donations and tax payers. Some of these programs include shelters, day centers, soup kitchens, medical services, and child care. Not enough money is spent on the homeless, on average it is about three billion dollars a year, but it still isn’t enough for the demand. Most conservatives just see the homeless as a nuisance. Each time a homeless person is given a ticket for loitering it cost the city will have to bear the costs. Homelessness has a big impact on the environment. Without an adequate place to dispose human waste the encampments become hazardous. Water ways are at risk of being polluted and ecosystem can be destroyed.
