Washington told blacks to accept the discrimination because through time they will gain equality. But in the 14th amendment section one, lines 4-6 says "No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive any person life, liberty, or property". This means that citizens are guaranteed "equal protection of the laws" which means that states cannot discriminate against particular groups of citizens. Basically what Booker T.
