Throughout the course of the text, the theme of Government/Laws changes and develops in many ways in Equality's mind. Such as how in the beginning of the novel Equality believed that it was a sin, and knew it was a transgression to write his thoughts down, or to think for himself as an individual. “And we know well that there is no transgression blacker than to do or to think alone” (1). He still knows what he is doing is wrong, though the difference between this part of the novel and the start is that Equality does not think about it too much. Such as how when he found his tunnel from “The Unmentionable Times” he went straight down into the tunnel without thought, or reporting it to the Council. Also when Equality found his new power, a light, he claimed it as his own and nobody else's, which is a transgression. “WE MADE IT. WE CREATED IT. We brought it forth from the night of the ages. We alone. Our hands. Our mind. Ours alone and only” (59). This tells how Equality has progressed with his thoughts of the Government/Laws and obeying
