The purpose of this paper is to outline the problem of the Active Guard Reserve (AGR) Full-Time Support TDA (FTSTDA) force structure process on AGR personnel and provide realistic solutions for improvement. As an AGR human resource professional in the Army Reserves over the last 9 years, a systemic problem across the AGR program is the Full-Time Support TDA (FTSTDA) force structure changes implementation or Overlay. The Overlay implements the force structure changes for the next fiscal year (FY). The current Overlay process negatively effects readiness, AGR promotions, Soldiers and their families, and wastes manpower and PCS funds.

USARC G3/5/7 FM conducts the analysis of the future changes and transmits those changes to OCAR G3/5/7 FM to input into the AGR Management Information System (AGRMIS). AGRMIS is the system, which houses the AGR force structure requirements and authorizations, to include personnel data. OCAR G3/5/7 FM implements the Overlay in May each year. Human Resources Command (HRC) manages the AGR personnel assignments using AGRMIS, based on the manning guidance from the Chief of the Army Reserve (CAR). Coordination efforts between OCAR and HRC typically occur 30 days prior to the changes and HRC provides any necessary feedback in ten working days. The Overlay process is a yearly process but continues to deliver the same personnel issues which the career manager dedicates additional man-hours to rebalance the system. Over the years, the rebalancing act becomes more difficult to correct due to accumulating excess Soldiers from the previous Overlays. By using the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) model can reveal capability gaps and develop solutions for improving the Overlay process (U.S Army War College, 2015). Force Integration Functional Area Analysis (FIFA) is another tool to analyze the Overlay process to implement change (U.S Army War College, 2015). Questions to consider developing solutions under DOTMLPF-P and FIFA are (U.S Army War College, 2015):
• Policy - Is there a need to change the policy directed by HRC to OCAR on the Overlay timing and coordination?
• Training - What additional training needs are there to ensure units understand how the changes will affect them?
• Personnel, Sustaining, Readiness - How can career managers better manage the personnel to avoid excess, diversions, prevent QSP situations and meet OCAR manning
