The Affordable Care Act (ACA) is a long, complex piece of legislation that attempts to reform the healthcare system by providing more Americans with affordable quality health insurance and by curbing the growth in healthcare spending in the U.S. Reforms which include new benefits, rights and protections, rules for insurance companies, taxes, tax breaks, and funding, spending, creation of committees, education, new job creation and more.
This quote is simply stating that the ACA is here for the low income Americans, so they can receive the healthcare that they need without the stress of the high cost, Obtaining optimal care at a reduced price is one of the main intension of Obamacare which he feels everyone deserves.
