For example, in America, the policy made in the country use democratic way, which the policy making are not determine by the decision maker but through many other parties. Even though the model are proven to be a very accuracy model, it will not have great influence to the process of decision making in global climate change. To have comprehensive policy in global climate change is a very difficult challenge and it is unlikely to be achieved, even though integrated assessment model can predict very accurate cost and benefit in global climate change that produce a ultimate best solution, different countries has their own policy and aspect in climate change, the model mainly focus on global climate change, decision making will base on national and international level, to achieve globally emission reduction needs very limit restrictive reduce in number of green house gas each country can produce, thus it is unlikely that model can be used to help making policies in global where connected to many different countries.
