People that wanted to cross borders illegally were able to cross easier since it was not a major problem at the time. Lawmakers and law enforcement began adjusting their tactic when the media and the public pointed out the increased drug problem and illegal immigrants taking jobs.
Andreas (2009) writes that often it is not a matter if the illegal border crossings are under control. It matters how the public, Congress, the media, and foreigners look at it. Therefore, if the law enforcement displays that the current policies are effective; the groups will focus on other issues.

Customs Officers are essentially responsible to make sure people do not import or export items without paying taxes. They also make sure the imports and exports adhere to the U.S.
