Challenges to AVSECO from 3RS

Introduction
AVSECO is the sole aviation security service provider in HKIA that operates 24 hours a day, 7 days a week. It currently has over 4,000 employees and is expected to grow rapidly to over 6,000 employees thanks to the ‘three-runway system’ project (3RS). The 3RS is intending to build an additional runway to the existing 2 runways in HKIA, and together with the re-built of Passenger Terminal Building 2 and the 3rd Runway Concourse, 3RS can be operated as an independent airport. Therefore, all security systems and procedures are developing separately which presents great challenges to AVSECO.

This paper is to discuss and elaborate the challenges the 3RS presents to AVSECO.

It requires recruitment of talents ranking from top managements to frontline security officers. While most of the 6,000 employees will be security officers, AVSECO has inherently been facing shortage of security officers due to the nature of work. It is very difficult for AVSECO to hire enough security officers even for today’s 4,000 employees. For instance, AVSECO is currently facing shortage of over 300 security officers while it has less than 100 potential candidates on hand to recruit. The shortage of frontline security officers is only expected to be worsened when the establishment of 3RS is included.

Manpower Shortage of Managerial Staff
On the other hand, AVSECO also faces shortage of managerial staff. As the 3RS increases AVSECO establishment for 50%, management in terms of top management, frontline operation divisions, quality control division and all supporting divisions are expected to grow nearly by the same proportion. However, the recruitment of talented management is a challenge for AVSECO as aviation security is an expert professional in which every decision may impose threat to civil aviation. Furthermore, people management skill requires prolonged experience. It is difficult for AVSECO to recruit sufficient management.

It is due to the development of the industries benefited from 3RS. The whole aviation industry such as airlines, ground handling agents, cargo operators, aircraft maintenance, catering and etc… will be extending their services and recruiting more employees in all ranks. It will further put pressure on AVSECO in terms of staff retention as well as recruitment as the increase in employee’s job mobility. It is more difficult for AVSECO to recruit sufficient manpower in terms of both managerial and security staff.

Budget Constraint
While Airport Authority is struggling in gathering sufficient funding for building the 3RS, it is expected that AVSECO will also be suffered as the budget is tightly controlled by Airport Authority. It further put pressure on AVSECO when it has limited resources to tackle the challenges presented by
