This is because the every atom has an electron shell, therefore the atoms do not react with other atoms and it becomes very difficult to remove an electron because it would take much energy. When a high-voltage electrical current passes through the neon gas, its energy can remove an electron. The atoms in the tube are moving around and hitting against each other which causes them to transfer energy to each other and it also produces a lot of heat.
