He reflected his errors and summarized failing experiences about how to solve the Venezuela’s internal problem, and to apply in building the new government of Venezuela. Bolivar joined two rebellions and battles to fight against Spanish enemies before he declared the manifesto. In 1813, Bolivar was proclaimed a “liberator” by his own people because he won the battle and gained the Caracas. However, Spain recaptured Caracas and defeated Bolivar in 1814, which resulted Bolivar have to guide almost two thousands of soldiers and Caracas people move to eastern. At the same time, Bolivar declared to establish a republican government and liberate people by receiving military assistance and support from England and The United States. In 1815, Bolivar was failed to liberate Venezuela from Cartagena and he went to Haiti to seek the support from the independent government of Haiti. Fortunately, Alexandre Petion who was the president of first independent nation gave the big assistance and supported weapons for him. But he did not achieve all the goal of his life because he may made some of wrong revolutionary strategic decision caused the significant losses in the age of revolution. For example, he ignored to establish the revolutionary united front issue and when his army got triumphed. Also, he excluded Jose de San Martin out from the revolutionary camp because both of them have a different political point, and Martin was a hero of South America and eminent leader of the independence war. All of those events resulted bolivar gradually lost masses base and trust of citizens However, Bolivar still was a model to against colonialism and a great liberator to liberate South America even though he was not an excellent military officer and defeated many times in the revolution
