One of the neighbors mentioned how “wacky” Michelle seemed and how strangely she treated the children. This neighbor and I am sure other neighbors that saw this ignored those signs. Another setting that needed to make some changes on how they handled reporting, was the hospital. The hospital that treated the boys reported the abuse to Child Protective Services, then again they didn’t report it to the police. As a future social worker, the instances that angered me the most were the numerous accounts the social workers failed the children and the family as well. This institution was created to protect the children. Alternatively, the social workers didn’t report and record their findings accurately. All the signs of abuse and neglect were ignored and there were times when the social workers tried to make excuses for the incidents. The social workers failed to do follow up’s and closed the multiple cases on the family with inaccurate dictations. With this in mind, there could have been more education and training for these workers to handle the cases in an appropriate manner. Most of the institutions and systems dealing with this case seemed to lack the knowledge and appropriate assessment and intervention skills to be able to treat the family. The Child welfare agency should have been working on new ways to assess their cases, file petitions, and work on the professionalism of their facilities and their employees. All these areas during the Mann case seem to have failed and because of that a child died. Undoubtly there was not enough lobbying and advocacy for the findings of the Battered Child Syndrome. This syndrome was discovered by Dr. Kempe in 1962, this case occurred in the 80’s. Yet, the hospital failed to link the children’s broken limbs and bruises to this syndrome. Notably, another issue that was prevalent throughout the case and before when the mother was a child. Was the treatment and intervention methods in all the levels of handling these type of cases. To help victims of trauma, more advocacy for trauma informed treatment and intervention systems need to take place. You cannot break the cycle of abuse and neglect if you don’t address the victims properly. There needs to be different policies and assessment’s on how we treat our clients so that we can prevent instead of focusing solely on reacting when we get
